The discovery techs reveal new resources of various kinds.  They always reveal those resources within your area of influence.  That's great.

But, it turns out that there is some other number somewhere in teh code that defines how far a settlement / city / ... can work.  I keep getting locations that are too far away to be worked.

1) What is the definition of this range?

2) Can I build a secondary little settlement take work those items?

Somehow the current mechanism seems quite odd.
