When I click on the picture of him in the context menu at the bottom of the screen, I get his stats, but no option to equip him like I do other units. Am I doing something wrong or is this a bug?

You can open the inventory screen by the sword and shield button next to his health bar.
It's very hard to find that out, and there's no reason the sovereign doesn't get an Equip button like every other champion/hero.
