1. Middle Mouse Button for rotation is not the best idea imo, holding ctrl and another mouse button would be a better option.
2. Copy/Paste in the Tile editor and perhaps even the Map editor would speed up creation considerably.
3. Drag select should be possible if you for instance want to rotate a section as a whole. Rotating everything individually and then moving them into place is tedious and unfriendly.
4. If it is possible to have scaling for the individual planes the pieces could be used for much more things and be made to fit just what the user wants.
5. Double click (or perhaps shift right-click) to select all of the exact same type if you for instance want them all removed or want to make them all just slightly bigger.
6. One thing I would like to see, even if it is not necessary it would save time; If you double-click on scale, rotate, or offset, (The name for example, make a button box around it so that new users go aha!) it will randomize them close to what they were before. Clicking again will randomize them further and so on and so on. This would make placing scattered rocks, crates, and trees, a piece of cake.
7. Auto stacking or something that sets the offset y so that it just touches whats below it would make stacking swift, but is not necessary. Especially not if 2, 3, and 4 are implemented.
8. I would prefer left mouse for placement and right for scrolling, but this is just personal preference. Having an option to change would make everyone happy. (Except the Stardock coder who has to put it there)
All in all, the editors have a lot of potential but aren't very friendly atm.
