On the strategic map units that have a planned route move at the end of the turn. It is OK. On the tactical map they move at the beginning of the round and it is pretty bad. When you press the end of round button, AI make their move and you would like to react on the changes on the battlefield. However before you can do this, your units make theirs move towards theirs planned target locations and they spend all their action points. So you can do nothing. It is especially bad, when the enemy unit blocks your path and your unit changes the direction of their move and starts blocking your other units and cause chaos.
I think the unit shall move at the end of the combat round if it has a movement planed and it has enough action points or it shall have a "continue movement" button and do not move, unless you approve it. (the second variant is better, when you cycle your armies).
