I seem to be having a repeatable problem with a caravan from a faction I'm currently neutral with just appearing in my city centre and getting stuck there, which inturn means its causing me problems with my ability to form a route with my own city, and just generally being a nusance. I have a save, (not sure how to add it to a forumn post here if you can). I've reloaded a few times to a turn before the caravan appears. There isn't anywhere in my cities vicinty a caravan that isn't my own before end of turn, then just blam!

Is this a bug or have I myself made an error somewhere along the lines?
