I've noticed that when I capture an Empire city as a kingdom sovereign, not only do I have the improvements already built, but also I have the option to build the kingdom equivalent that would normally be a once per settlement building.
Is this normal, is there any downside to keeping empire buildings?
Seems a bit odd to me that a kingdom would keep around a forced labor pit....
