I was able to create shore hexes in the beta with the lower land spell but, have been unable to do it in the release 1.01 version of Elemental.  I've tried to raise and lower land spell, raise land will create new land from ocean hexes but not a shore hex?

Can some give a how to on creating a shore hex?

I think building a harbor should automatically create a shore hex, this would eliminate this problem. Creating a harbor and shore hex is way more trouble than it should be.
