I started the campaign, founded a city, bought a staff for Relias.
staff appears in relias' inventory when trading, but 'NO ITEMS' appears in the unit panel when I select him and I can't equip the staff.
The left panel is only for quest and consumable items. Click the shield and sword button by his HP bar to open his inventory.
