When you build city around it look kida funny 
So an enchentment on that tile woud be nice for oposit faction. Worg means skin, fur, fangs for crafters so +1 resources per turn. And for horse, imperium can make food out of them

That i think can be an answer for various resources types. Faction based building enchentment on a tile.
