[Beta 3C .92] [BUG] Factions double listed when making new game

I was not able to replicate this the 2nd time around (ended up crashing out when making the new world first time),

Screenshot shows it all for Kingdom factions. You can see a "New Pariden" and a regular "Pariden". When working normally I only see "New Pariden".
