Regardless of the setting I choose, 3b is always in fullscreen mode for me.
If you choose windowed mode at your desktop resolution, you'll get a borderless window filling the entire screen. While it looks like fullscreen, you'll find that you have the improved alt-tab stability, etc., as you would with a normal window.
