Repro Scenario:

Load Save game from http://dl.dropbox.com/u/5732530/Elemental/UnavailableQuest.EleSav

Move Kul-aL-Kulan to A Modest Inn. Takes 2 moves. Quest Unavailable dialog is raised variable times then Escort Nobleman quest granted.  The dialog will display between 4-7 times based  on the tests I've done.

I've also noticed that the save doesn't load for me If I have not shut the game down in an orderly fashion. e.g. from the main menu. If I use the Close Window control in the main game window, the save file doesn't always reload and it hangs with the initial bink videos playing after displaying the Creating World dialog. Any idea what's going on with that?
