The Champion unit shown in the attached screen was acquired during the new City level-up selction (get Guardian or some such). Despite the fact this champion has been in combat with the stack on numerous ocassions, the Champion is not gaining any experience points and levelling up.

Only named units (heroes, sovereigns, heirs, etc) actually gain XP and level. Generic units don't.
Might I suggest then that the mouse-over notifcation and the bar graph indicating level 1 (in the screenshot) be removed for these unit types as it is just confusing otherwise...
