[0.806][GUI] Some Equipped Items (Rings) No Info. on Mouse-Over

I was unable to see what the rings in the attached screenshot performed UNLESS I un-equipped these rings first. I do not know how many items this applies to yet, but all should have mouse-over info. whether equipped or not.
