I tried two games with different empires now and the Kennel improvement, whether built in a city or by a pioneer, produces no mounts or anything else. I tried waiting, but unless it's producing 1/50 of a Warg each turn, it's not making anything. Its infocard indicates as much, so at least it's being honest.
