I've been playing around with Raise & Lower Land some, as I try to create more beach-front property, and it really needs to be adjusted. I have been trying to create a harbor at one of my cities by using these spells to create a beach, and it just doesn't work. So far, I would have been better of spending my time & mana in raising a land bridge to explore other continents.
Plus, the level of terrain you get when you use the spells seems to be inconsistent, or just not looking like it does anything.
Lower Land - Lowers the height of a tile, hill into land or mountain into hill. Cannot be used to vaporize land into water.
Raise Land - Raises the height of a tile, turning water, beach and cliff into land. Cannot be used to turn a hill into a mountain.
[Suggestion]
Lower Land - Hill to land, land to beach, cliff to beach. 5 Mana (same as now)
Raise Land - Submerged to beach, beach to land, land to hill. 5 Mana (same as now)
Submerge Land - Beach to submerged (water), 25 Mana, 1 Earth Shard or 1 Water Shard
Create Mountain - Hill to mountain, 25 Mana, 1 Earth Shard
