When you look at the cloth map, if a shard has been built on, it does not show up - this makes it difficult to work out which cities have shards - especially important if you want to take one from an enemy.
A darker outline, or something to that effect would be fine, but I've noticed this as well and agree that there should be some change in the icon on the cloth map.
