Tried to give a Pioneer Unit a horse to increase movement but was unable to do so as illustrated in the following screen. This horse acquired through the quest. Don't know if it is a "bug" or design decision. Nearly all units SHOULD be able to ride horses.

Inventory items can only be used by the sovereign and champions. Regular units can carry items, but they can't use anything but what they're equipped with at design time.
