I must say I don't really like the current movement system. The tiles are too big, and the movement points too little. Currently you start with 1 or 2 mp, if you choose to upgrade it. The same thing when designing units, either the default 1 mp, or get him scout gear/boots and give him 2 mp. The difference between 1 and 2is huge. Double the mp. Half the time needed to get somewhere. Also by giving a unit standard 1 mp, what happens to even slower things then humans? Should siege engines, caravans, heavily armed soldiers and lightly armed bowmen all move at the same speed? Should soldiers with an extra pair of boots be twice as fast as unarmed peasants?
If one current tile is spilt into 4 smaller tiles, and double the move points of everything, scale would stay the same, but there could be more diversity between units. The siege engine and caravan could get 1 mp, the heavily armed soldiers 2 and the bowman and unarmed peasant 3 or 4 I still don't think that’s enough to make much of a difference between all the units. On top of splitting the tiles and doubling the mp, I would like to see the mp doubled once more. The range for very slow things could be 1~4, infantry or equivalent 4~10, and cavalry or equivalent 10+. The standard soldier would have about 6 mp. Heavy armor could slow him down to 4, where some training could get it up to 8. This would also make the terrain penalties more feasible, right now you could give a penalty to forest, let's say, 1 mp. That makes it impossible for a normal soldier to walk through a forest! Sure, you say, we add relative penalty: -25%. 75% of 1, rounded, still makes 1. No penalty at all for walking through a forest. With a wider range of mp, this would be possible though, and it would allow for a tactical difference without the need to have huge steps between a normal soldier and one with boots.
