If you look at the spellbook thread https://forums.elementalgame.com/385974/page/1/#2668110 and especially the image detailling all the spells http://www.draginol.com/images2009/ElementalSpellBook_142D9/image_4.png you will see that it works as intended. The idea is to help magic based sovereign, who have raised there INT to 15 , with some spells available and castable at the start of the game.
If that is the case then you should automatically get them instead of having to "learn" them.
