While playing the multiplayer version of elemental, after my city went to level 2, buildings I had researched that required a level 2 city disappeared.
I was no longer able to find the library (I researched ) in the build menu, I was also unable to build things like a lumber yard even thought I had a level 2 city with 14 slots.
