i dont know if this is intended but some jobs/talents do not work - organized does not increase the speed of the units with the sovereign, warlord does not give you any units etc... dont know if this is disabled during beta 2a?
Not all of them are implemented yet, though Organized should be as of this build (note that the stack won't update back to the sovereign's move speed until the turn after you join units into it).
