Moving 1 tile/turn, then wearing some ordinary boots and moving twice as fast... whoa. Sovereigns leveling up once and doubling their movement rate... what?
What if the basic movement rate for human units would be faster, like 3 or 5? It would then be possible to have units with different movement rates. I don't think wearing some boots should give you a significant movement rate increase either. I would assume sufficient marching boots are standard equipment for all fighting units. Ranger training / Pathfinding skill on the other hand should give the entire party a move bonus when passing through difficult terrain. I'd even take smaller tiles if that's what it takes to have a broader scale of movement rates.
Also Sovereigns leveling up shouldn't get increase in movement rates. They're still human and I don't see how they could become faster and ignore the limitations of the human body. What I can see them getting is a Pathfinding feat to let them and their friends move faster through difficult terrain. Or casting a spell of flight or teleport.
The same with the Cloaks that give you sight bonuses. I'd rather pay for Scout training to get that sight increase. I don't think a game has to be ultra-realistic but a cloak that you can buy at any time that increases your vision just seems so wrong when it could just as well be a skill or training.
