Quest has worked previously but broke this time.
I had started an escort quest with another character prior to attempting to finish this quest.
Did you transfer the rat? I had one that I had to try a few heroes to get it completed. In the end I think it was the one who actually cleared the rats.
Nope didn't transfer it, Rilis is the one who cleared the rats out.
i had the same issue, but once i completed every other quest, i transfered the rat to my sov, and when he went over it he got the completion message
