[0.3][BUG/GRAPHICS] Watchtower stop functioning?!?

I always wonder whether things are a bug or not but, well, here is one more strange thing.

My city has a watchtower. It 'worked' perfectly but suddenly, whoops!, the line of sight shrinks.

Is there a simple explanation or it is a plain bug?

This is a bug. It happened to me before but I was unable to reproduce it. Do you still have the save game of it perhaps?

I also got that one often. What I found is that if you put a unit in the city, it will get the right LOS back. Just send a unit out, then let it enter the city. It usually works.

I've been playing with this a little, and I think it has to do with building something next to the watchtower.  I think I've seen some weird behaviors with unit LOS as well, so I'm wondering if the game is displaying the 'top' (most recent?) LOS instead of the 'best' LOS.
