When selecting multiple units within a city (holding down shift and clicking each) then right clicking on a unit out side of the city, only moves 1 unit to the army. The other selected unit is removed from the city, but does not automaticaly join the army.
Both units form the city should merge with the unit outside of the city if they are both highlighted.
