Opposing faction declared war, after dialog box is cleared player soveriegn disappears. Unable to move peice with keyboard commands as if unavailable. Reload same save causes reproduction, loading earlier save does not appear to have same issue.
I realize now my unit was garrisoned in the city.
Something that I think was new in .295 was that if you don't declare war via the diplomacy window, your sovereign gets transported back to your city.
