[0.295][Bug/Graphics] Spell Research can't display 100+ spell points [FIXED]

Minor graphical issue: The "Spell Points" field on the spell research screen cannot display values greater than 100. It displays as 1... More of a cosmetic issue, since you can stll see how many points you have in the toolbar at the bottom of the screen.

Thanks guys.  I made the following changes to the internal build:
+ "Spellpoints:" area now wide enough for "9999.9"
+ added tool tips to:
---faction spell point display area
---faction num of each shard type
---selected spell mana cost
---selected spell shard requirement for each shard type
