If you turn Advanced Lighting back on, and delete your prefs.ini file (found in my documents/my games/Elemental) do you still have the problem?
I deleted my prefs file, restarted the game and AL was on. Everything did look fine, but I changed my resolution. Restarted and both the unit design page and design unit page were black and blurry. I turned off AL in game and both unit design page and design unit pages had a white haze or white markings.
Restarted the game, both pages had blocky colors. I turned on AL and Unit design page was ok, but the design unit page was black and blurry. Turned off ALL and map turned to black with markings all over. Unit design was ok but design unit was b/b. I started a new game, then canceled and turn on AL.

Restated the game, both pages had white haze/markings. Turned off AL in game, unit design page was bb and design unit page was ok.
I can't make sense of it, and now I can't find a setting where I don't have with black blurry units, or units with white haze and marking 
..unless I delete the prefs file, but then my resolution is not right.
