The sad thing? That "Speed limit enforced by aircraft" sign actually exists...I saw one in california a few months ago.
It's actually not sad- it's simply one of several methods of enforcing the speed limit.
The pic, however, is a complete fabrication. They don't use military aircraft to enforce speed limits- rather, aircraft overflights, and said aircraft probably have some kind of terrain-mapping/speed-scanning radar suite.
