I know the AI isn't implemented much at this point, but I had a very strange thing happen last night.

I was visiting the various goodie huts, and one of them said something about finding a map to another city.  That part worked fine, and the red city to the south of my starting city showed up on the map.  I just kept wandering around and exploring for a while, when the red soverign suddenly shows up and builds a city halfway across the world from his capital - in the same general area as where I found the map - and then immediately heads back south to his capital.

(my soverign is on top of the red expansion city (just captured it), and you can see where the red starting city is.

This type of thing will probably get fixed when the actual AI is implemented, but the red sovereign's huge hike and immediate trip back to his capital makes me wonder if this wasn't somehow accidently tied into me finding the map
