It is possible to build a town in the forest. This seems unintentional, seems every tile in the town is unusable. It looks like this:

That does seem a bit unfriendly. Maybe there's some tech or something missing. Btw, might want to re-label your title to [Bug\Gameplay] to make it a bit more obvious about what the issue is.
Edit: and ignore... cause its' been done.
ya I would think that they either didn't add a unit for enhancing the city, or didn't add the ability to remove trees yet or its unintentional but I've never tried myself
I think it looks like you weren't supposed to be able to, but I wouldn't be surprised if some tech or something made it possible eventually.
