[BUG] Tech Fails to Unlock New Building

I'm playing as the Kingdom of Parriden (tech bonus), and the first researchable - Agriculture - failed to unlock farms. Housing, however, unlocked Kingdom Hovel.

 

My tech so far:

 

But as we see in this screen capture, I don't have farms, but do have two housing options:

 

Also: is this sort of bug report acceptable? I could include my machine's stats, but I'm not certain that would help. What other information should I include?

Once the new city progressed to hamlet, I could build the farm. Perhaps I just missed something about leveling up/the progression of the game/etc?
