Arrow keys should allow for movement on the map so you can look up various towns.

Secondly, when you finish building a troop or item in a town, like Civ, you should automaticlaly be sent to that town's production screen, or have a popup develop allowing you to build a new unit.

I agree about keys. They shouldn't be used for movign troops but scrolling.

As for production I'm not sure it's a good idea. It will depend a lot on the economics. You may or may not want to alwyas be building stuff in your cities, depending on the costs to your treasury?

How about using wasd for scrolling? One hand on wasd and one on the mouse feels more natural than one on the arrow keys and one on the mouse.

I've also noticed that sometimes the map will move when my cursor is in the lower portion of the screen, usualy moves up.  And of course scrolling in general is very crazy for most directions.
